Each person can have 2 children. That’s it! This will result in a gradual reduction of population. The children do not to be from the same spouse. If a person has 1 child and then marries a person that has no children that person can only have 1 child from the person that already has a child. If a person already had 2 children a new spouse cannot have children with that person. If a person marries a person with no children, then that person and their spouse can have 2 children.
